Governor, Singapore informe me

it is essential that service in ouestion should commence at once. If full service cannot yet be arranged, will Indo-China at once commence with at least three ships to supply Singapore? If not it will be necessary to requisition three for the purpose to be run by Boustead on behalf of Singapore Government.
